I see an explorer in an apartment complex that does this every day. There are no residents that need the space but it still bugs me. There are over 20 spaces for about 8 cars but she thinks her explorer is so precious she needs to make life difficult for any possible handicapped person. She actually parks on the opposite side of the building from her apartment for that space.
